My Downloads, Download Report, and Usgae Report Options

By default, he My Downloads, Download Report, and Usgae Report options are not present.
You can now specify using the varibles whether to display the My Downloads, Download Report, and Usgae Report options.
Benefits: The variables provide the capablity whether these options are required for the specific user or not.
