Member lists group people into a single list and this list can be attached to a specification or route.

Active

Prior to assigning a member list to a specification or route, it must be activated. Only a Leader or Administrator can activate a list. Any new list created is in the Inactive state by default.

Inactive

Only Leader or Administrator can deactivate a member list. The list exists but cannot be used.
