A surface charge consists of a surface and a charge magnitude applied to the surface. The surface charge magnitude is applied to the surface at every node on the underlying piezoelectric mesh elements.

You can define a uniform surface charge, where one value is used for all surfaces. Alternatively, you can use mapped spatial data to use a mapping table that defines the value at each location.
