The 3DNotification settings let you customize notifications of the 3DSpace app. Sending a notification from 3DSpace, such as inviting someone to a collaborative space, initializes 3DSpace within 3DNotification. Until it is initialized, you do not see these settings. Because comments in 3DSpace use 3DNotification, notifications for comments cannot be sent until notifications are initialized. One of the first steps in using 3DSpace is to invite members to collaborative spaces, so you might not experience this situation.
