The access rule lets you select one of these options to restrict this ability to people with those access roles:
This access rule also applies to users with restricted roles. For example, if you chose the third option above, users with Owner (Restricted) and Owner (Restricted) roles can change the owner of content. Only a person with one of the selected access can transfer the content to another person. Any person with a defined access role can use the Transfer Ownership command.
