The Owner of the Content After Transfer must Have Creation Credentials for Same Content Category

This access rule determines if the person that content is transferred to must have the ability to create content of the category type in the collaborative space and organization after the transfer is complete.

By default, the person the content is transferred to does not need to be able to create that type of content. If you select this access rule, the transfer ownership command does not allow content to be transferred to a person if that person can not create that content type.

Enabling this access rule does not affect users with the Administrator and Owner/Owner (Restricted) access roles. Users with these roles can transfer content to any person regardless of the setting of this access rule. In addition, a person who can transfer ownership for content can transfer ownership to an Administrator or Owner/Owner (Restricted) even if this access rule is enabled and the target person does not have creation credentials.

If you enable this rule, the Transfer Ownership command also takes the Consider User's Organization Assignment on Content Category access rule into account. If that rule is enabled, the person that the content is being transferred to must belong to the same organization that owns the content.
