After evaluating a defect and determining that sufficient details have been provided and that the problem should be fixed, a Defect Manager promotes the defect to open so it can be worked on.

Before you begin:
View the properties page for the defect. See Defect Properties.
On the toolbar, click To Open.
The Defect Action window opens. Defect Management requires that you create a defect action before the defect can be promoted.
Complete the required fields in the Defect Action window to create the defect action. See Creating a Defect Action.
The defect action is created in the "Evaluate" state, and the defect is promoted to the "Open" state.
