An MECO or CA is required to release a manufacturing responsibility assignment. Creation of a new MBOM happens only after the release of the change object. By default, when the manufacturing responsibility assignment is done, the MECO or CA connected to the unreleased part is assigned as the change object. This however can be changed.

Manufacturing responsibility is assigned at the end item level and automatically propagated down the structure to those parts that are not end items. This is done by running the All Level MBOM Generation program from the end item part. If an BOM is created with both EC Part policy and Development Part policy parts, manufacturing responsibility is propagated to the subassembly structure irrespective of the policy.

For non-end items, manufacturing responsibility represents the plants associated to their immediate end items.
